He thought that their own brand of crowd control was working pretty well, until a shrill alarm burst out of one of the small pawn jewelry stores in the middle of the mess. He glanced about, the crowd was too thick for the police to get through at the moment, they were in the middle and the police were at the edges. He sighed, thinking it was a bit silly that the looters hadn't even gotten to that shop yet, and was surprised that their alarm system was even working after the blackout, much less in this neighborhood.

Which meant that there was something worth stealing in there.
